I manage 8-12 2-man crews. I have recently implemented a program from LMS (Safety Skills) that has streamlined my weekly toolbox talks, my onboard fall protection training, my ongoing OSHA training and much more. All of my training is documented mostly for recordkeeping. I am able to control what I send to each employee based on their position, what language they need so they can fully understand and if I feel they might be the next foreman in line. Toolbox talks keep my guys informed and aware. I even get guys that will ask about certain safety requirements, this lets me know they are actually paying attention. Literacy issues obviously have to be handled on a case by case basis...there's no one recommendation that will ensure all are aware of the guidance. OSHA however clearly states it is not. Just because they have similar hazards does not mean one can re-classify as such. My question is do you supply your employees with training regarding Trench/Excavation? If you don't OSHA and lawyers will deem that willful violation. Remember OSHA requires employees to be trained on the hazards of their work ie Trench/Excavation. I am a certified T/E Trainer. Your comment confirms the misunderstanding of OSHA policies. Let alone probably cost your company unnecessary money due to misunderstanding of OHSA policy. Even if a customer demands it is confined space, you must train and follow OSHA T/E policy first and foremost. If I was you, I would read both CSE and T/E subparts and notice how one differs from another. Truck vs SUV is the best way to convey the differences between the two. I am concerned that the force of a fall might pull the lift over if the person falls at an angle. Why isn't this addressed by OSHA? It's not safe to tie off for multiple reasons but contractors are allowed to require this. I've never seen one pulled over. Is my understanding of side force incorrect? The common injuries I've seen happen when a worker is getting off the lift and forgets to unclip. Due to the abuse, we had to restrict cell phones to outside the building and in the break rooms. Still the employees abused the program. Now there's a zero policy for cell phones in the warehouse. We provide 3 numbers for families to use to get a hold of the employee. All management personnel knows if they receive an emergency call or text from a family member that it is considered an "All Stop" situation and the employee is immediately notified. If an employee in the warehouse is seen on the phone or with a phone at their station it's an immediate infraction. This includes chargers, because if a charger is present, then there's a cell phone present as well. For example T/E competent person which is different from a Confined Space Competent Person. Also the formal training of T/E, inspections, and rescue services. Not all confined space rescue services are T/E rescue services. If people solely follow subpart AA, you will open yourself or company up to a big time legal mess. To satisfy my customer I train my guys in CS, but I also to stay compliant with OSHA I train in T/E as well. Follow both standards and you are good. They fail to train employees on the standards and hazards of a trench/excavations, fail to provide a trench/ excavation competent person, or assume a confined space entry rescue team is "actually" qualified to perform Trench/excavation rescue.
